What are the driving licenses in Australian Capital Territory?
ACT drivers licenses are issued by the ACT Road Transport Authority (RTA).
There are two types of ACT driving licenses, a provisional license and a full license.
Provisional Licenses in Australia - Provisional Driving Licenses in Australia are for new drivers who have just passed their Ls test in Australian Capital Territory.
You cannot drive with your provisional license until you have held it for at least 12 months. You can then apply for an unrestricted full license if you meet all the requirements.
DKT test: What is a learner license in ACT?
A learner license is a document that authorizes you to drive a vehicle under the supervision of another person who has held a full driver’s license for two years.
You may only drive with a learner’s permit if you have held your license for less than one year. Once you have held your license for one year, you no longer need the learner’s permit and will be issued with an unrestricted license.
The learner driver must have their L plates displayed on the front and back of the vehicle at all times when it is being driven, but only if they are not accompanied by an eligible family member over 21 years old.
What are the eligibility criteria to get the learner license?
The ACT learner license is a provisional driver’s license that allows you to practice driving. To get your learner license,
You must be at least 15 years old and have held your learner permit for at least nine months.
You must pass an eyesight test and a road rules test before applying for an ACT L plates learner license.
Be a resident of the ACT;
Present evidence of identity (e.g. Driver license, birth certificate)
How to get an L plates learner license?
To get an L plates learner license in Australian Capital Territory, you need to be at least 15 years old.
You can apply for your initial learner’s permit by completing an application form which can be obtained from any registry office or by download from the RMS website. You will also need to provide evidence of identity such as your birth certificate, proof of residential address such as your utility bill or passport, and two passport sized photos.
You will then need to pass the theory test at a registry office before you are able to book a practical driving test with an approved driving instructor. Once you pass the driving test, you will receive your L plates learner license.
To get an L plates learner license, you need to take a driving test. After passing the driving test, you can apply for your P1 provisional license. This is the first step towards getting a full driver’s license in Australia.

A vehicle with a gross vehicle mass (GVM) of not more than 4.5 tonnes; or

An automatic transmission car with a GVM of not more than 3.5 tonnes; or
A moped that meets the requirements of the Australian Design Rules for mopeds (ADRs).
What are the conditions for L plates learner license holders in the Australian Capital Territory?
The following conditions apply to L plates learner license holders:
The driver must display L plates (red on a white background) at the front and rear of the vehicle. The L plate must be affixed so that it is clearly visible at all times.
The driver must not drive in any lane reserved for buses or taxis.
The driver must not drive a motor vehicle with more than one passenger unless accompanied by another qualified supervising driver.
The driver must not drive between midnight and 5am unless accompanied by another qualified supervising driver.
